Details of Admission Procedure:

1.0 Admission Rules :
(GR No. Higher & Technical Education Department, No. Manyata 2008/(88/08)/TE-6, Dated 19th June 2008)
a
Rules modified by the Government from time to time shall be applicable
b
These rules are for Admissions to First Year of Post SSC Diploma  courses in engineering and Technology .
c
The admission shall be effected by the Principal, Dnyangaga Polytechnic, Pune
 
2.0
Eligibility Criteria :
2.1
Educational Qualification :
To be eligible for admission to first year of diploma course in Engineering / Technology, the candidate should have passed Secondary School Certificate (SSC) examination of Maharashtra State Board of Secondary and Higher Secondary Education, or any other equivalent examination with
a
General Science or  Physics & Chemistry,
b
Mathematics or Algebra & Geometry, and
c
English, with minimum 50% marks in aggregate (45% marks in aggregate in case of Backward Class candidates belonging to Maharashtra State), from a recognized school in Maharashtra State.
2.2
Types of Maharashtra State candidate
Type  A 
Candidate passing Std. VIII, IX and X examination from any recognized school in Maharashtra state will be treated as Maharashtra State Candidate. For such candidate domicile certificate is not essential. Type  A candidate is eligible for District level 70% seats in that district under the jurisdiction of which the place of passing the qualifying examination falls.
Type  B
Candidate passing Std. VIII / IX / X examination from a recognized School outside Maharashtra state. AND Father / Mother of the candidate is domiciled in the state of   Maharashtra. Type  B candidate is eligible for District level 70% seats in that district under the jurisdiction of which the place of issuing authority of domicile certificate for the parents of the candidate falls in the state of Maharashtra.
Type  C
Candidate passing Std. VIII / IX / X examination from a recognized School outside Maharashtra state. AND  Father/ Mother of the candidate is a central Govt. / Govt. of India Undertaking employee who is posted in Maharashtra and reported for duty before the last date for submitting of application form.  Type  C candidates are eligible for District level 70% seats in that District under the jurisdiction of which the place of posting of the parent of the candidate who is a Central Govt. / Govt. of India Undertaking employee falls in the state of Maharashtra.
Type  D
Candidate passing Std. VIII / IX / X examination from a recognized School outside Maharashtra state. AND Father / Mother of the candidate is a Maharashtra State Govt. / Maharashtra State Govt. undertaking employee who is transferred from other state to Maharashtra and reported for duty in Maharashtra Or  returned from deputation to other state back to Maharashtra and reported for  duty in Maharashtra before the last date for submitting application form. Type  D candidates are eligible for District level 70% seats in that District under the jurisdiction of which the place of posting of the Father / Mother of the candidate who is a Maharashtra State Govt. / Maharashtra State Govt. undertaking employee falls in the state of Maharashtra.
Type  E
Candidate passing Std. VIII, IX and X examination from a recognized School in Maharashtra State. AND Father / Mother of the candidate is a State Govt. / State Govt. Undertaking / Central Govt. / Govt. of India Undertaking employee who is transferred to a place in another District from the place of passing of qualifying examination of their children in Maharashtra and reported for duty before the last date for submitting of application form. Type  E candidate is eligible for District level 70% seats in that district under the jurisdiction of which the place of posting of the parents of the candidate who is a State Govt. / State Govt. Undertaking Central Govt. / Govt. of India Undertaking employee, falls in the state of Maharashtra.
Note:   Candidate has to claim only one type of candidature (A, B, C, D & E) while submitting the application form. Claimingfacility under type B, C, D & E is optional. However it is binding on the candidate to produce all the documentary proofs along withthe application form to claim the facility.
2.3
Admission to the Candidates who want to take repeat fresh admission in first year of Engineering/ Technology diploma course during current academic year:
The candidates who had taken admission to diploma course during the previous academic years are eligible for the admission to first year diploma course during the current academic year subject to the condition that Such candidates will not be eligible for exemption in any subjects passed during the earlier academic years and also they have to produce the NOC (No Objection certificate) from the institute of earlier admission in the proforma - N.

Seats available for
3.1
Admission process to be carried out at institute:
These seats are the seats for which admission is carried out through the Admission Authority (Principal of the concerned Polytechnic) at individual institute level. The details for these seats in this polytechnic are: 20% institute seats for non minority and 80% seats under general admission process.
3.2
Seats available Over & Above Sanctioned Intake- as per notification of DTE
3.2.1
Seats for NRI / PIO / Foreign Nationals / Foreign Students / Children of Indian Workers in the Gulf Countries.
3.2.2
Seats available for Jammu & Kashmir Migrants:

Seats available under centrally sponsored scheme of Ministry of Human Resource Development of GoI for persons with disabilities-

Tuition fee waiver scheme of AICTE
a)
Maximum additional 10% seats over and above the sanctioned intake per branch will be available for admission to those Polytechnic to whom the Govt. permits to admit these additional seats under the scheme of fee waiver. 
b)
Tuition fee waiver scheme is applicable to students from Economically Weaker Section (EWS) having income up-to Rs. 2.5 lakhs per year, Ladies and Physically Handicapped persons.
c)
Income certificate of Parents/ Guardians of EWS candidates shall be required to be issued by the competent authority of Govt. of Maharashtra.
d)
Seats are interchangeable amongst the candidates of a particular category (EWS, Ladies and is PH) if available.
e)
Amount of waiver is limited to Tuition fee only.
f)
Beneficiaries shall be exclusive of those who are getting benefits from the other fee waiver schemes of the State/Central Government.
g)
Beneficiaries shall be only Maharashtra State (MS) candidates (type A and B only) admitted on the general category seats .
h)
Additional seats over and above the sanctioned intake shall be limited to the actual number of fee waiver given by institute under this scheme.
i)
The students taking admission on additional seats under this scheme will have to pay development and other fee as decided by Shikshan Shulka Samiti.
j)
Candidates given the benefits of fee waiver or the candidates admitted on the additional seats under this scheme shall not be eligible to change the course / institute thereafter. The details of Tuition fee waiver seats against the sanction intake -

3.3
OMS candidates :
a
The seats remaining vacant, if any, in Un-Aided Polytechnics, after offering admissions to all Maharashtra candidates on the merit list will be offered to the eligible candidates from the states other than Maharashtra State as per the following guidelines.
b
These admissions are made on the basis of inter se Merit of the OMS candidates. 
c
The head of concerned unaided institute shall effect these admissions. 
d
The candidate must fulfill the eligibility condition as mentioned in Rule 2.0 
e
The percentage of out side Maharashtra candidates so admitted should not exceed 20% of the sanctioned intake for any course in the institute.
f
The candidate having scored more than 50% marks in aggregate shall only be considered for admission. 
4.0
Distribution of seats available under General Admission Process:
The seats available for admission through admission Authority are allocated as per the details below.
Seat allocation
Seats available for admission through individual institutes
District Level 70% seats
70% seats of the sanctioned intake capacity of each course in all polytechnics is made available for the candidates passing qualifying (Std. X) examination from a school located in that district in which the polytechnic is situated.
State Level 30% seats
30% seats of the sanctioned intake capacity of each course in all Polytechnics in Maharashtra State is made for all Maharashtra State candidates. These seats will be filled on the basis of State Level merit list prepared by the respective institutes from amongst all the applicants who have opted for 30% State Level seats available in that institute. 
5.0
Reservations:
5.1
Provision of 15% seats for candidates passing SSC examination with Technical/Vocational subjects
5.2
Reservation for Backward Class Candidates:
Backward class Candidate must claim reservation for backward class on the application and not at the time of
admission by producing necessary documents subsequently, such claim shall not be considered.

Note : The candidates claiming SBC category shall be eligible for seat in open category and also for seats remaining vacant after
admission of the candidate from Backward class category. The reservation shall not exceed 2% of the sanctioned intake
capacity. 
5.3
Reservation for sons / daughters of defence Service Personnel:
5% seats in the institute are reserved for children of defence service personnel and ex-defence service personnel including
those permanently disabled or killed in action. 
5.4
Reservation for female candidates:
30% seats are reserved for female candidates in all categories like Open, SC, ST, VJ, NT- B, NT - C, NT- D and  OBC.
5.5
Reservations for Physically Handicapped Candidates:
Three per cent (3%) of the seats available under general admission process  for following types of physically handicapped candidates:
a
Blind / visually impaired candidates (P1)
b
Speech & hearing impaired (deaf & dumb) candidates-(P2)
c
Candidates with orthopaedic disorders and learning disabilities, Dyslexia, Dyscalculia, Dysgraphica, Spastic (P3)
These 3% seats should be offered to eligible Physically Handicapped Candidates on the inter-se merit of all PH candidates taken together.
Note: It should be noted that the physically handicapped candidates on admission to Diploma course will not be given any

6.0
Documents required for various types of candidates:
The documents required to be produced by various types of candidates at the time of admission are as follows. The copies of certificates or documents attached to the application form should be attested by the Principal of the Institutefrom which the candidate has passed qualifying examination or Gazetted Officer or Special Executive Magistrate or Head Master of a Secondary School or teaching staff of a Government college / Polytechnic not below the rank of a Lecturer. Original certificates should not be attached with the application.

Type-B Candidates
a
Domicile certificate of father/mother indicating that they are domiciled in the state of Maharashtra.
b
In case of Mother's domicile certificate, the candidate shall submit an affidavit on Rs.10 stamp paper, stating that the person in whose name the domicile certificate is issued is the mother of the candidate.

Type-C Candidates 
a
Transfer order stating that father/mother of the candidate is
presently posted in Maharashtra.
b
Copy of joining report after the transfer.
c
Copy of the certificate (Proforma-A) from the office of the father/mother stating that he/she is not transferred outside Maharashtra after the transfer mentioned in above.

Type-D Candidates and Type-E Candidates
a
Certificate (Proforma-B) from the employer stating that father/mother of the candidate who is a Maharashtra State government/ Maharashtra state
government undertaking employee is presently posted in Maharashtra after completing deputation outside Maharashtra / Posted in the present district after being transferred from another district.

Backward class candidates belonging to S.C. / S.T 
a
Caste certificate issued by Executive Magistrate / Sub Divisional Officer

Backward class candidates belonging to V.J./ D.T/N.T. B/N.T.-C/ N.T.-D / O.B.C/ SBC categories
a
Caste certificate issued by Executive Magistrate / Sub Divisional Officer
b
Non creamy layer certificate issued by the competent authority valid up to 31st March 2009

Defence Service Personnel
a
Certificate in  `Performa -D/E/J  from the appropriate authority.

Physically Handicapped Candidates
a
Certificate in `Pro forma' in application form the Director All India Institute of Physically Handicapped, Mumbai or Civil Surgeon regarding candidate's physical disability, and ability to undergo all parts of syllabus such as theory, practical, workshop etc. for the course.

J & K Migrant candidates
a
Necessary Certificates (Proforma-K) in support of J and K migration.
10
Economically weaker section
a
Annual Income certificate of parents issued by Tahsildar/ Sub Divisional Officer / Deputy collector / Collector of the district after 1st April of current year. The income of parents shall be up to Rs. 2.5 lakhs.
7.0
Admissions to Dnyanganga Polytechnic:
For admission to Dnyanganga Polytechnic, candidates will have to apply in prescribed application form issued by the Polytechnic. Application forms will be available in the institute for the period of 15 days after the day of declaration of SSC result of Maharashtra State Board of Secondary and Higher Secondary Certificate Examination. Eligible Candidates can submit the filled application to the Polytechnic up to 5.00 p.m. of the 15th day after the day of declaration of S.S.C. Examination result.
(Excluding the day of declaration of result)
7.1
Admission Procedure:
a
Eligible candidate should submit the correctly filled admission form with all the necessary attested documents in the institute till last date prescribed.
b
A consolidated provisional merit list based on the marks obtained at qualifying examination i.e. S.S.C. examination will be prepared, arranging all applicants irrespective of caste or category in the order of merit and this provisional merit list will be displayed on the notice board. The admission schedule will also be displayed at the same time.
c
The candidates are required to note the schedule of admission rounds from the notice board of the Institute. They should report, the rounds as per merit.
8.0
Reporting at Admission Centre:
a)
The candidates shall report personally to the Admission Authorities of the concerned Admission Centre as mentioned in these rules, on the date and time indicated by the concerned Admission Centre, with all original certificates needed to substantiate the claims made in the application regarding eligibility and reservation. 
b)
If a candidate is unable to produce original certificates at the time of his or her admission on account of admission already secured to some other institution, he or she shall produce a certificate (Proforma-N) from the Head of the Institution where he or she has already taken admission indicating that he or she has been admitted to a particular course in that institution on a particular date and hence original certificates have been retained in that institution. The candidate shall produce the attested copies of the certificates, duly attested by the Head of the concerned Institution.
c)
The candidates, who submit a certificate from Head of the Institution as per Rule 8-b, shall be required to pay the fees immediately at the time of admission. The candidate will have to submit the required original certificates to the concerned Admission Authority within a time limit allowed by the Admission Authority, which shall not be more than 4 working days after the date of payment of fees.
d)
In case, any candidate can not report at the Admission Centre personally at the scheduled date and time because of circumstances beyond his or her control, he or she may authorise some representative, preferably a close relative, to report at the Admission Centre through an authorization letter in Proforma - L along with original certificates and necessary fees. The candidate shall justify with reasons for not reporting personally. The decision taken by his / her representative regarding selection of a course shall be binding on the candidate.
e)
After scrutiny of original documents, if the candidate is offered admission to any course, according to inter se merit and availability of seats, the candidate will have to pay prescribed fees immediately and secure the admission offered to him or her. If a candidate fails to pay the requisite fees, the offer of admission made to him or her shall stand cancelled and the seat will be offered to the immediate next eligible candidate in merit.
f)
If any candidate fails to report in person or fails to depute authorised representative for scrutiny of his or her application and subsequent offer of admission according to inter se merit, at the time and date prescribed for him or her, he or she will forfeit claim for admission to any course available at that point of time and the seat will be offered to the next eligible candidate in the merit list. 
g)
If a candidate reports to the Admission Authority later than the time and date given, he or she shall be considered for admission against the seats available in his / her category at the time of reporting if that particular round of admission is still going on.
h)
After the 'Cut off date' for admission through admission Authority, no claim for admission shall be entertained on any ground whatsoever. 
9.0
Admission is confirmed only when:
1
Eligibility certificate from the MSBTE is obtained.
2
The fees are paid as decided by Shikshan Shulk Samiti.
3
The admission is finally approved by Director of Technical Education, M.S.
10.0
Cancellation of admission :
a)
The candidate should have taken admission by paying necessary tuition and other fees and should have submitted original certificates before the candidate applies for cancellation. In case candidate fails to submit any of the original documents within the allowed time limit, the admission shall be treated as cancelled. Refund of fees shall not be applicable to such candidates.
b)
The candidate desirous of cancelling admission shall apply for cancellation in the Proforma - M only.
c)
The candidate cancelling admission shall forfeit the candidature and no longer be considered for the admission offered by the Competent Authority during the current year and fees shall be refunded to the candidate after deducting an amount as prescribed by DTE.
11.0
Transfer of Student:
a
A candidate once admitted in the first year or semester of a course shall not be transferred during the same year or semester to any other institution or course for any reason except because of operation of a better choice. 
b
If a candidate gets an admission according to his / her merit for any course in any other institution anywhere within the area or outside the area of admission, he/ she has to report to the concerned admission centre, requesting for cancellation of admission. His/ her certificates and fees as admissible may be returned .
c
The Rule regarding inter institute transfer shall be applicable for transfer of candidates from and among the Unaided polytechnics, provided both the polytechnics agree in writing for the respective transfers and the examination authority agrees thereof.  Such transfer shall be permitted, subject to approval of the Joint Director of Technical Education of the concerned region.
d
The priority for such admissions shall be in the following order: -
a) Candidates from the same polytechnic aspiring for the change of course.
b) Candidates from other polytechnics aspiring for only transfer into their original discipline.
c) Candidates from other polytechnics aspiring for transfer as well as change of course.
In exceptional cases, on genuine humanitarian grounds or closure of the course by Government order, the Government may permit the unaided polytechnic to transfer such candidates to another Unaided polytechnic only.
12.0
Undertaking:
All candidates who have applied for admission shall be deemed to have submitted the following undertaking:  
I have read all the Rules of Admission and after understanding these rules thoroughly, I have filled in the application form for admission for the current year.
The information given by me in my application is true to the best of my knowledge and belief. I understand that if any of the statements made by me in the application form or any information supplied by me in connection with my admission is later on at any time, found to be false or incorrect, my admission will be cancelled, fees forfeited and I may be expelled from the college by the Principal.
a)
I have not been debarred from appearing at any examination held by any Government constituted or statutory examination authority in India.
b)
I fully understand that the offer of a course will be made to me depending on my inter se merit and availability of a seat at the time of scrutiny of my application, when I will actually report to the admission authority according to the schedule of admission.
c)
I understand that no document after the last date of submission will be entertained for the purpose of claims or concessions etc. in connection with my admission unless otherwise mentioned in the rules.
d)
I am fully aware that the Competent Authority or its representative will not make any correspondence with me regarding admission. I am also aware that it is entirely my responsibility to see the notices on the notice boards of concerned Admission Centre.
e)
I am aware that any rule imposed by the Examination Authority of MSBTE / Autonomous Institutes such as 'imposing limits on the number of attempts permissible to pass any examination' shall be binding on me.
f)
I hereby agree to conform to any Rules, Acts and Laws enforced by Government and I hereby undertake that, I will do nothing either inside or outside the institution which may result in disciplinary action against me under these rules, acts and laws referred to.
g)
I fully understand that the Principal of the college where I would be admitted, has a right to expel me from the institution for any infringement of the rules of conduct and discipline prescribed by the institution or MSBTE / Governing body of Autonomous Institutes or Government and the undertaking given above. 
h)
Condition of minimum attendance : I am fully aware that, I will not be allowed to appear for the examination if I do not attend minimum 75% theory classes, and 100% practical, drawing etc. I am also aware that I will not be allowed to appear for the examination, if I fail to submit satisfactorily all the assignments, jobs, journals, drawings, reports as specified by the MSBTE / Governing body of Autonomous Institutes within stipulated time limit.
13.0
Action against  ragging:
Maharashtra Prohibition of Ragging Act 1999 which is in effect from 15th May 1999 has the provisions for Action against Ragging.
14.0
Conduct and discipline:
a)
Notwithstanding anything contained in these Rules, if the Govt. takes any policy decision pertaining to Diploma admissions, then the same shall be brought in to effect at that point of time as per the directives from the Govt. from time to time.
b)
The students while studying in college, if found indulging in anti-national activities contrary to the provisions of Acts and Laws enforced by Government or in any activity contrary to rules of discipline, will be liable to be expelled from the college without any notice by the Principal of the college.
